Setae on head black or yellow; frons with long black setae; face with dense setae; occiput with sparse black and yellow setae, single row of erect yellowish-brown setae on the edge; ocellar tubercle with seven long, black setae. Antenna yellowish-brown; scape long and cylindrical, three times longer than wide, with rows of long, black setae on both sides; pedicel nearly as long as wide, with sparse black setae; first flagellomere onion-shaped, brownish, bare. Antennal ratio: 4: 2: 5. Proboscis dark brown with yellow and black setae; palpus dark brown with black setae. Thorax black with gray pollen, except mesonotum and scutellum with brown pollen. Vestiture (including bristles) on thorax black; postpronotal lobe with long, black setae, mesonotum with row of long, dark yellow setae along anterior margin and three long, black lateral bristles near base of wing; laterotergite with a pile of white setae. Scutellum with yellow or black sparse long setae. Legs black, except mid and hind femora and tibiae dark yellow. Vestiture on legs mostly black, bristles black. Femora with long, black setae; tibiae with bristle-like setae and some short yellow setae; tarsi with some short yellow setae. Mid femur with three av apically; hind femur with three av apically. Wing (Fig. 1) mostly infuscate; hyaline part including entire cells r 4 and m 1, most part of cells r 5, r 2 + 3, and m 2, and little part of cells cu-a 1, dm, and r 1; hyaline part of cell r 1 subtriangular; cell r 2 + 3 with an apical spot; hyaline apical part of cell cu-a 1 very small, subtriangular, 1 / 4 as long as infuscate part. Haltere stem brownish-yellow, knob pale yellow. Abdomen black with gray pollen. Setae on abdomen white and black; dorsum with long dense white setae laterally except tergites 4 – 6; dorsum with black recumbent setae, tergites 5 – 6 with a small mid-posterior area bare; tergites 9 – 10 with black setae. Sternites with yellow recumbent setae and erect black setae except sternites 1 – 2 with long white setae. Male genitalia (Figs. 2 – 6). Epandrium subquadrate, nearly as long as wide, and with distinct lateral extension at base in lateral view; gonocoxa with slightly narrow apical portion uniformly wide, with a rather narrow middle incision apically and apico-lateral lobes wide and obtuse apically in ventral view; gonostylus without basal process, its acute tip strongly curved in lateral view; phallus nearly quadrate and parallel-sided in dorsal view. The new species is similar to H. velutina (Wiedemann), but it can be separated from the latter by the hyaline apical part of cell cua 1 very small, subtriangular, 1 / 4 as long as the infuscate part, and the phallus not narrowing apically. The new species is similar to H. panfilovi Zaitzev in shape of the phallus and gonostylus, but it can be separated from the latter by the hyaline part of cell dm rather large and nearly quadrate, the goncoxite is slightly thickened basally with the straight inner margin, and the phallus with the long widened apical portion and the short constricted basal portion in dorsal view.
